The study, based on system data gathered over a six-year period, tracked graduation and retention rates of first-year students to arrive at its findings. In a press release on his website, Petri states that both the Congressional Budget Office and President Bushâ€ s Office of Management and Budget reported that the FFEL program costs taxpayers nearly three times as much as the federal Direct Loan program.  He urges members of both parties to support the Student Aid Reward (STAR) Act when it is reintroduced.  According to Petri, passage of the STAR Act would encourage higher education institutions to voluntarily participate in the more cost-efficient Direct Loan program and retain 3/4 ($10 billion) of the savings for increased Pell Grant aid for their students.  He further states that the legislation could boost Pell Grants by up to $800 per student while allocating more than $3 billion in savings to finance deficit reduction--at no further cost to taxpayers.  The bipartisan STAR Act was earlier introduced by Petri and Representative George Miller on March 17, 2005.</description>

PHEAA has been accused and found guilty of withholding information about its spending on retreats for board members, as well as other suspicious financial records. 			<description>On Monday, October 2, the last of eight people associated with fraud charges at Barton Community College were sentenced to jail time by a federal judge.  The reason for the sentencing was â€˝institutionalized fraudulent conduct.â€ť  In addition to the sentencing of these eight individuals, the fraudulent activity led to the dismissal of the collegeâ€ s president. Ryan Cross, a basketball coach, and Neil Elliott, the schoolâ€ s athletic director, received sentences of four months in federal prison and three years of probation. 			<description>The National Bureau of Economic Research released a research paper commenting that the reduction in state funding for higher education can cripple studentsâ€  future and thus be harmful to economic growth.  â€˝Cohort Crowding: How Resources Affect Collegiate Attainmentâ€ť outlines how college enrolment is affected by factors including financial feasibility of a college education and the availability of financial aid.  With the increase in demand for college education and the fluctuating supply of federal financial aid, the percentage of students successfully attaining college degrees is bound to decrease along with the quality of the final product.  The report states:  â€˝The impending collision of large cohorts and limited public resources in higher education is not just a predicament for colleges and universities, but a potential crisis in economic growth for decades to come if the flow of college-educated workers to the labor force is further curtailed.â€ť  John Bound, the leading author of the report, suggests that a 10-percent rise in the college-age population in a state leads to a 4-percent decline in the number of students earning Bachelor of Arts degrees.</description>
