In a press release on his website, Petri states that both the Congressional Budget Office and President Bush's Office of Management and Budget reported that the FFEL program costs taxpayers nearly three times as much as the federal Direct Loan program.  He urges members of both parties to support the Student Aid Reward (STAR) Act when it is reintroduced.  According to Petri, passage of the STAR Act would encourage higher education institutions to voluntarily participate in the more cost-efficient Direct Loan program and retain 3/4 ($10 billion) of the savings for increased Pell Grant aid for their students.  He further states that the legislation could boost Pell Grants by up to $800 per student while allocating more than $3 billion in savings to finance deficit reduction--at no further cost to taxpayers.  The bipartisan STAR Act was earlier introduced by Petri and Representative George Miller on March 17, 2005.</description>

			<description>It is a pattern that is developing nationwide:  potential college students are discouraged from pursuing their dreams of higher education because of a daunting lack of affordability.  As the government and colleges work to make more funds available, the problem of keeping students informed about financial aid also needs to be addressed.  Students might not fold under the pressure of finding ways to afford college if they know where to locate assistance.  To have the greatest effect, this task needs to be addressed at government, state, individual institution, and local levels.  One event designed to disseminate financial aid information is the annual Massachusetts College Goal Sunday.  Presently, the campaign is gearing up for its 2007 event.  In a recent press release, organizers discussed the extent of the problem-and the hard work ahead-by relaying their 2006 findings.</description>

Negotiated rulemaking is a process that allows representatives from different groups to meet with a federal agency to discuss the texts of proposed rules. The objective of such gatherings is to reach agreements on regulations by consensus, rather than majority vote. If a consensus is achieved, the group's decision is used to establish a rule. If it is not achieved, the federal agency's normal rulemaking activities continue.</description>

			<description>The Pennsylvania Higher Education Assistance Authority, or PHEAA, boasts nearly 60 billion dollars in assets, making it one of the nation's largest student loan agencies.  With such a remarkably strong presence, the organization inevitably garners public attention.  However, recently, this attention has led to scrutiny.  PHEAA has been accused and found guilty of withholding information about its spending on retreats for board members, as well as other suspicious financial records. In a five to two ruling, the organization was found in violation of Pennsylvania's Right-to-Know Law.  As a result, the Commonwealth Court panel ordered PHEAA to disclose various documents and pay a portion of the legal fees incurred by the media organizations whose reporters originally sought out the documents.</description>
